As a full-blood Nameizu he has the natural ability to grow his wings to a fully-flight capable size when he has need of them. His wings have a part-tech part-living look to them that is unique to the Nameizu.
The Nameizu are a subspecies of Bameizu that are aptly named because of their chosen home of the moon Na. For generations they thrived on Na, until the day it was blown apart by the Shades and rendered hostile to lifeforms. The Nameizu were forced to abandon their sprawling, magic and tech-rich territories, to seek continued life elsewhere. Many of them took to the other moons - choosing the familiarity of Yi or Li over the alien worlds of the Plains. Those that were less hesitant to explore were drawn to places where they could re-forge the things they had lost - their tech, their magic, their scientific pursuits.
He was young when Na fell. Barely a teen at the time, but already focused on his interests in discovering and exploiting the potential links between magic and energy sources. When Na was destroyed he fled to the Ice Plains, having heard tales of the Judicators and their science-rich District.
They turned him away when he wandered up to their door; he was too young, too inexperienced. So for years he studied what he could, what he did have access to, and continued to seek entry and until - finally - one of the Judicators opened the District to him and took him on as an apprentice. He grew up there, in the Teczra District, surrounded by the sharpest minds of the world - but also by the cruelest.
He ignored the questionable natures of most of the experiments he was involved in. The Robotic Division - the Division that gave him an apprenticeship - was focused on innovating tech and creating, upgrading, and perfecting the combination of Organic and Robotic. This led to many experiments on Robotic Kats, where the two were combined through magic and birth, and the Judicators were focused on creating their own living tech without the need for a living host.
Years into his career as a full-fledged Judicator he met a half-blood with Nameizu heritage, who was a natural prodigy when it came to tech creation and manipulations. He was jealous of the other, and often sought to out-do the other's experiments no matter the personal or professional cost. But he started to wonder. His experiments and findings were limited by the restrictions of the Judicators he was working under; his desire to test out magic as an unlimited energy source was set aside for the experiments of others in a higher rank than he.
He wasn't free to explore his own curiosities. But there, that prodigy, that half-blood, was. He flew through his apprenticeship and ranks, and gained a Division of his own that branched off the Robotic Divisions and could choose what he worked on - and what he didn't.
It wasn't freedom to be his own master that caused him to reach out to the other, but a curiosity and a - grudging - respect for the other's accomplishments. He extended a wish to join the new Division, and like his initial induction into the Judicators, did not give up until the other finally caved in and allowed him to join him.
